Step I.

Note:
a)A contractor making a permit application must provide a Contractor License number and a Qualifier License number.
b)The owner can do his own work for a dwelling in which they live or will live. Owners can request permits but should be aware of the following liability issue and their signature on the permit application is an indication they have read this notice.
101.65(lr) of the Wisconsin Statutes requires municipalities that enforce the Uniform Dwelling Code to provide an owner who applies for a building permit with a statement advising the owner that: If the owner hires a contractor to perform work under the building permit and the contractor is not bonded or insured as required under s. 101.654 (2) (a), the following consequences might occur:
(a) The owner may be held liable for any bodily inquiry to or death of others or for any damage to the property of others that arises out of the work performed under the building permit or that is caused by any negligence of the contractor that occurs in connection with the work performed under the building permit.
(b) The owner may not be able to collect from the contractor damages for any loss sustained by the owner because of a violation by the contractor of the one- and two- family dwelling code or an ordinance enacted under sub. (1) (a), because of any bodily injury to or death of others or damage to the property of others that arises out of the work performed under the building permit or because of any bodily injury to or death of others or damage to the property of others that is caused by any negligence by the contractor that occurs in connection with the work performed under the building permit.
c)A new home requires the use of a licensed plumber and HVAC contractor to make the initial installation.
d)If you build a MANUFACTURED home the supplier of the manufactured home should be able to tell you if the home has a federal HUD approved certification or a State of Wisconsin certification. The home installer is required to be licensed. Provide that license number.
Step II.
PROVIDE CONSTRUCTION INFORMATION FOR HOME.
One set of building plans drawn to scale showing foundation requirements, room use, dimensions, window sizes, door sizes and general construction information need to be sent with the application. This plan will be retained by the Town as part of the application.
NOTE: Wall bracing must comply with Comm.21.25. If alternative braced wall or continuously braced wall lines using structural panels are being used under Sub(9) this must be detailed on the building plan. (See 2008 code change.)
Step II-b
CONSTRUCTION DATA SHEET.
Complete the data sheet to supplement the detail on the floor plans.
Step III.
Send PARK FEE of $400 is required by local ordinance for most new dwelling built in the township.
Make check payable to the Township of Kaukauna but send with application..
Step IV.
Send BUILDING PERMIT and INSPECTION FEES.
Make your check for the building permit fees PAYABLE to Tom Smith Inspections LLC.
State Statute requires building permits for new site built homes and all forms of manufactured homes must comply with the Uniform Dwelling Code and be inspected by state licensed inspectors. Fees for this are as follows:
Homes up to 1999 sq. ft. $ 500 (Includes state seal fee)
2000 to 3000 sq. ft. $ 600 (Includes state seal fee)
3001 and larger $ 600 plus 20 cents a sq. ft. over 3000 sq. ft.
Two family duplex or condo same fee as above.
Special inspections will be billed for travel and time at $30 per hour.
Requests for variance from the code under Comm. 20-25 shall be the state fees plus a local administrative fee of $60.
Note: Wisconsin Public Service, WE Energies and Kaukauna Utilities get local inspection reports of any new meter base inspections. There will be no charge for this when the meter base is installed as part of the new home permit and is inspected during one of the Uniform Dwelling Code inspections. All others will be billed based on the $30 special inspection rate.
Step V.
Provide a copy of the REScheck version 4.2.2 . Form available from the federal Department of Energy or a much easier approach is to have your HVAC contractor provide that completed document to you.
Note: Only the 4.2.2 version of the energy calculation software, used in design of one- and two-family dwellings will be accepted as it reflects the new requirements of the Wisconsin Uniform Dwelling Code update that was effective April 1, 2009.
Step VI.
PROVIDE A COPY OF THE EROSION CONTROL PLAN for the construction site:

Erosion control is required on all construction sites in Wisconsin. The site plan should show where barriers will be installed to keep soil on the property and the following information for compliance during construction.
•Where soil will be disturbed on slopes greater than 12 % of level grade.
•Where dirt piles will be located.
•Project erosion protection that will be used to protected watershed area.
• Project protection that will be used to prevent soil moving to any, stream, pond, lake or river.
•Be advised that the DNR now considers that any ditches that flow to a protected water resource must have measures in place to protect that resource from water run off from your construction site through those ditches. Generally any blue line on a geological survey map is considered a protected waterway.
Note 1: If you disturb less than one acre of soil the building permit application will meet requirements of DNR rule NR 151 regulations.
Note 2: If you disturb more than one acre of soil you will need to file a plan with the DNR under rule NR151. Information is available on DNR website. http://www.dnr.state.wi.us/runoff/stormwater/const.htm.
Please include a copy of that DNR approved plan if it is required for this project.
Note 3: If you are within 300 feet of any protected water way or wet land you may need additional control contact Outagamie County at 920-832-5255 about shoreland construction.

Step VII.
READ the following cautionary statements. Your signature on the application form indicates that issuing agency has provided and you have read these cautionary statements.

Private well warning issued by the Wisconsin DNR.
A special well casing pipe depth area has been established and it includes all areas of the Township of Kaukauna. As of October 1, 2004 all wells constructed in this area must be constructed in accordance to the more stringent standards under provisions of NR 812.12(3) due to high concentrations of arsenic in those soils. More information is available from the DNR Northeast Region Drinking Water Staff .
Step VIII.
Read the following notice of new requirements for mobile and manufactured homes if it applies. As of April 1 2007 the installation of manufactured dwellings are covered by the Uniform Dwelling Code requirements.
Requires permanent foundation by full basement, frost wall and crawl space, frost protected slab or approved foundation pads under piers.
Moisture barrier required at grade level under dwelling.
Home is anchored to foundation consistent with HUD or manufacturer recommendations.
Requires roof of shakes asphalt or fiberglass with slope over 4:12
Shall exceed a living area of more than 576 sq. feet (Local ordinance)
Is permanently connected to utilities with pipes and wires secured as required by code.
Is situated on land owned by the owner of the home. (Local ordinance)
Specifies pier construction and 12 inch min. space under unit.
STEP IX
MAIL APPLICATION FORM, THE EROSION CONTROL PLAN, THE BUILDING PLAN AND FEE PAYMENT TO THE FOLLOWING ADDRESS.

EROSION CONTROL MEASURES AND SITE PREPARATION CAN START AFTER THE APPLICATION IS PLACED IN THE MAIL AND WHILE THE APPLICATION IS BEING PROCESSED.
Permission for an early foundation work can be obtained by calling inspector.
STEP X
POST PERMIT
Your permit will be returned to you by mail.
Permits are active for 24 months from date of issue.
Contact inspector for extensions.
When you receive the permit post it on a 16 x 24 inch board in clear view near the street.
No inspections beyond the footing inspection will be done if the permit is not correctly posted …. Ref: Comm 20.09(9)(d)
